Everyone,
I
am forwarding this letter in hopes that every friend of
mine will share this with their friends. I am only one
voice and hope that with the help of all my friends My
message will be heard. I am also going to try and get the
Milwaukee Journal Sentinel to cover these issues along
with local media. If everyone shares this with their friends
and local law enforcement maybe Milwaukee will
jump on board. Also any media outlets will help also.
I
would like to thank everyone who sent me get well wishes
after my surgery. i am still struggling to get my strength
back but I am recovering.

Dear
Mayor Barrett,
I
am writing you with the hope that you can help me. My name
is Karren Kraemer, I am the mother of a missing, presumed
murdered person; her name is Becky Kraemer. She has
been missing since December
13, 2003. I
am her only voice, so here it goes.
I
hope you saw Becky’s story on Dateline NBC, on May
8, 2007 at

The
Milwaukee Journal Sentinel Story is also very informative;
it ran on the front page on Tuesday,
September 5, 2006. This
was a two page story written by Annysa Johnson that will
tell you about the struggles that I am going through to
find closure and justice. I attached it to this email
First
of all I need to make it perfectly clear that I truly appreciate
Detectives Vicki Hall and Sarah Bloome for all their hard
work and commitment to my case. I also owe ADA Mark Williams
a huge hug and thank you for all he has done. I also thank
Lt. Klabunde for all his help. They have been truly committed
to helping me, so I want you to know that I have no complaints
about any of them. My story starts before they ever
took over the case.
My
concerns start on October
14,2004 thru
July of 2005. We have lost time and evidence because of
all the errors made in this case.
The
reason why I am now asking for your help is this, the Milwaukee
Police Department refuses to make comment on any of the
National television shows that are willing and anxious
to share Becky’s story. I guess I'd like to
know why? Other police departments are interviewed
or at least comment on cases on these shows all of the
time!
I
have tried for three years to set up an appointment to
speak with Chief Heggerty, She has refused every one of
my call's, letters, or visits. I am the mother of
a victim. I am Becky's only voice. I am not
looking to create any trouble; I just feel it's very important
to have open communication with the family of a Missing,
Presumed Murdered person. My life has forever changed
because of this.
I
have lost all faith in the MPD because of their lack of
communication and caring. The Communication Manager, Annie
Schwartz refused to release the information to the public
regarding a $100,000 reward. I work with a very large
network of families of missing persons, victims of domestic
abuse and those dedicated to helping these families across
the US and we are all stumped and “floored” as
to why the MPD refuses to help. At first I thought
it was because I was very emotional and I acted emotionally
instead of rationally. I now know that I must control
my sadness and anger, because showing it only drives the
stake in deeper.
Now,
after three years of no communication I am beginning to
think it's racial. My Becky was a white girl from
the suburbs, her boyfriend and prime suspect in this, Carl
is a black man from Milwaukee. I
watch the news and I see Chief Heggerty talking and comforting
black families over the disappearance or murder of their
family members all of the time and I think, "What
the hell, she won't even return one phone call or meet
with me about my daughter's case.” I look at
it like this, she is the manager in charge and it's her
responsibility to make sure that the victim's (her
customers) are receiving proper service.
If
there is a break down in communication or service then
it is her duty to help fix the issues and communicate openly
with the victims. I am to a point where I am flabbergasted
by the fact that she is still ignoring my needs. I
don't want to create any trouble for her but I do want
to know what her issues with me, the mother of a missing
and presumed murder victim, are.
I
had to endure bad police work and inappropriate conclusions
and comment from officers of the law. I had a phone call
from one detective telling me that because Carl (the suspect)
said that “Becky was a prostitute,” she's probably
jumping from hotel to hotel, and I should know that there
is no way they (the police) can track her down. I
have had to deal with a police officer, leaking out information
about Becky's case to Uncle Rodgers, ex Milwaukee police
officer and the uncle of Carl Rodgers ll, the person whom
I believe is responsible for my daughter’s disappearance
and death. When a search warrant was issued for 3160
N. 5th Street,
Uncle Rodgers was on the property even before the cops
or homeowner’s were notified. How did that happen?
When Homeowner of the building got there Uncle Rodgers
was on the phone with Carl Jr. telling him he better get
home, Carl asked to speak with Homeowner and he told her
not to talk to the cops, Carl returned home about 2 hours
after the call was made to him. He had plenty of time to
get rid of evidence. God knows what left that house before
the search warrant was served.
On
October 14,2005, I was forced to sit in Sgt. XXXX’s
office while he talked and joked with other officers about
the night out they had last night, then he brought Carl
Rodgers ll into the office and had us sit next to each
other! He said, "Mrs. Kraemer, tell this boy
what you think he did," this Milwaukee police
sergeant made light of my pain and situation in front of
the main suspect in this case. Carl responded by
saying “that bitch wasn’t worth his time.” I
asked Carl what happened and he stated that 2 black guys
took Becky to Florida to
use her as a prostitute. He also said that they took
$200.00 worth of his stuff and he wanted to report the
theft at that time (almost a year later!) Sgt.
Lane asked
me if I was pissed at Becky because Carl was black? I shook
my head and told him, no I’m pissed because I believe
he killed Becky and I don’t give a shit what color
he is. I want to find my daughter.
When
I asked Carl why he didn't call the police, he had no answer.
Then suddenly he remembered that a black male called him
and told him not to go after Becky or they would shoot
him. He was very rude and thought this was funny. He
said Becky was a prostitute and a drug head, I told the
officer that that was not true. Carl claims he tried
to save her by taking her in, he claims he met her as she
was prostituting on his block, 5th and Burleigh. I asked
Carl , how could Becky find time to Prostitute 50 miles
from home when she worked full time at Menard’s in
Pewaukee and usually got off work at 10pm She
was home every night around 10:20pm.
Becky also had classes at School during the day.
All
you need to do is pull up her work and school history.
Then I asked him who has her cell phone? He replied I do,
he said he kept it. I asked him why he did not even
change her voicemail message, he said it was none of my
business. This was a horrific day for me as I realized
at that point, that there would be endless problems. Becky’s
phone calls ended on December
13, 2007.
There had never been another outgoing call on that phone
after that date. That in itself tells a story.
The
Sgt. asked me to sign a statement, which I did; I was so
upset by everything that went on, that I didn't even read
it. As it turned out, he put Carl's words into my
statement! When he wasn't busy talking and joking
with other officer's, he was asking Carl how his Uncle
was. How could he objectively help me if he was more concerned
about visiting with other officers and “catching
up” on “Uncle”?
Carl
has told many other lies since that day and all these lies
keep him free, even though his story continuously changes. He
told his mother, that Becky ran off with a homicide detective
from Chicago. I
contacted the Chicago police
department, and was able to verify that indeed no-one in
his Department has ever seen Becky.
Carl
also said she was taken to Florida by
two black men to be prostituted, so I went to Florida. So
I could prove him wrong, I contacted an FBI agent and two
undercover officers to take me around to the areas where
the whore house’s are and prostitution takes place. I
passed out thousands of flyers, I went to all the strip
bars, and again no-one knew her or ever saw her. The FBI
agent said she probably never left Milwaukee.
I agree.
I
have taken a trip to International Falls because
a few days after Becky went missing, Carl rented a vehicle
from Hertz Car Rental by the airport on December
30th 2003,
then Carl took a trip to Canada to
meet up with a woman he met online. I followed
the same route he took and again no-one remembers seeing
him or Becky. I have stayed in contact with all the
Medical Examiners across Wisconsin, Minnesota,
and Florida. I
had to make the calls every time a body was found, to ensure
it wasn't Becky. It was imperative that I do
this because due to a clerical error, Becky wasn't put
into the system for one and a half years.
I
have paid out of my own pocket, to have a grave exhumed
in Kenosha County. I
have been told by the MPD to go home and they will get
to Becky’s case when the overtime returns. I
have been told to sit and wait and wait and wait for hours
sometimes, before an officer would poke his head out of
the office and tell me the same thing; they have nothing
new to report. I have been treated poorly, unfairly
and like a second-class citizen.
I
look at all the families at the Survivors of Homicide
Victims meeting and I hear and see the same pain. It
is heart breaking. I have paid thousands of dollars
to get information and to try to find Becky’s body
and get some closure. Now I need to stop paying and
start getting the help I so desperately need from the Police. It's
all of these things that have caused a much greater pain
then any family should have to endure.
Now
I again have the opportunity to get National Coverage on
my daughter’s case and they still make my life difficult. The
Milwaukee Police still refuse to give even a statement. A
National Crimes News Show will be in Milwaukee in
a couple of weeks to interview for this case, they have
already been told by the police that they have no comment. When
is this going to end? It appears to outsiders that
they are intentionally not helping me because maybe I pissed
someone off. This is coming from the networks. I
hear continuously from those who speak with other police
forces on similar cases all of the time, and they say they
can’t understand why the MPD refuses to give a statement. I
have no intentions of slamming the police that I so desperately
need, even after the treatment that I have received. If
I’m big enough to forgive them for all their screw-ups,
they should be big enough to move in a more positive direction. This
is not about them or me, it’s about Becky and our
family finding her remains. My family and I deserve closure.
Again
I reiterate, if I am willing to forgive the Milwaukee Police
Department for all there shortcomings, they should be able
to help me by allowing an MPD representative to speak on
National TV and to request help from the public.
Haven’t
I lost enough, isn’t it time we work this out?
Would
you please ask the Milwaukee Police Department to say something
to these National Shows? I understand they
can’t reveal anything about the case, but having
Detective Vicki Hall go on camera and say they are actively
working the case and that they need people to try to remember
anything that could be helpful to come forward and call.
This is a blessing of an opportunity and could be just
what is needed in solving Becky’s case. It
truly sends the wrong message when my police department
refuses to say anything. Why are they trying to hide? What
do they have to lose? Why won’t they help me?
I
appreciate you taking the time to read this letter and
I pray you can help me. Dateline NBC is going to be airing
Becky’s 4 hour special this summer, It would be wonderful
to have a representative of the MPD or someone from your
office speak on Becky’s behalf.
Several
National News Magazines have also picked up Becky story.
It only seems fitting to have some good communication with
these editors and the MPD. This could be something that
works to help improve the reputation of the Dysfunctional
Milwaukee Police Department.
